MERLIN, MARTIAL (1860–1935). Governor-general of French Indochina from 1923 to 1925. A former governor in French West Africa, he was relatively conservative in his views on colonial rule and initiated a number of changes in the educational system, strengthening elementary instruction at the expense of higher education and specifying that instruction at the basic level in the Franco–Vietnamese system would be in Vietnamese rather than in French. The end result was to render it more difficult for young Vietnamese to advance to higher education in France. Merlin was replaced by Alexander Varenne in the summer of 1925.
